Rather, many of the left-leaning people in power have a schizophrenic love-hate relationship with the police than manifests itself in this awkward way. These people have a terror of crime and desperately want it to go down so that they can feel safe (feeling safe being critical to modern leftism), but are unwilling to admit that the procedure for doing so is, shall we say, not pleasant to witness. Furthermore, they are not willing to admit that black people commit the majority of the crime in most parts of the USA where they live. Police--many of them black themselves (usually of the middle-class rather than ghetto variety)--know this and act accordingly, but the problem is that focusing on the people most likely to commit crime (ghetto-looking black men aged 14-28) looks terribly racist from a PC perspective and may in fact violate federal laws or even the constitution (see NYC's stop-and-frisk policy, which I hear was effective, albeit unconstitutional). Leftists hate this stuff, but they also hate crime. This seems to lead to to wild gyrations in their territories in which the law enforcement infrastructure will be muzzled until crime rises and reforms are enacted, which control crime until prominent abuses cause them to be muzzled again, which increases crime, and so on forever because they never figure it out. Liberal cities with large black populations constantly undergo these cycles of urban decay, rampant crime, gentrification, pearl-clutching at police abuse, and back to urban decay again.
Right-leaning elites, by contrast, manage to avoid this pickle by being fine with disparately targeting black people, violating their constitutional rights, and killing some innocent ones every once in a while. Gotta break some eggs to make an omelette and all that. They're really not very concerned about it.
