I don't know the answer to your question, unfortunately.
What I took from the report is that for US investors, institutional diversification plus a healthy dose of directly held assets (physical gold, treasurydirect/ your home country's equivalent) is your best protection against financial shenanigans. In the same vein as harry browne's argument against counting on FDIC insurance, the author cautions that the sipc lacks sufficient capital to reimburse investors in the event of a serious market crisis.
According to the paper, some (all?) EU countries have procedures that might make this stuff less of an issue. I would certainly check with a lawyer on that.
