Current trend measures for Treasury Bonds(TLT)

The current trends for bonds(TLT) are all pointing down.
The trends for one week,four weeks,13 weeks,26 weeks and 52 weeks are all negative.
TLT is also trading below it's 50 and 200 day moving averages.
Something I look at from time to time.

Doesn't that mean it's a better time to buy than it has been in over a year?
