This graph and Jack Lew's recent statement that "More revenue is needed to support government programs" leads me to believe that if the Democrats win the House in 2014 we will inevitably have a federal VAT tax. It is the best and only way to raise a huge amount of revenue quickly. I lived in Europe in the 1970s when they discovered the VAT and used it to pay for the ever increasing social benefits. The tax rate was initially in the 5%-10% range depending on the country. It has proven to be such a bonanza that they are now mostly at 22%.

In general, Dems = more taxes. What form that takes depends on how well they can package and sell it as "punishing the rich" even when the middle class will HAVE to take it in the rear to feed the social program beast.
