Reclamation of mined sites has come along way. I don't know Canadian laws in this regard, but the U.S. requires reclamation.
I have seen one of the Texas utilities reclaimed surface coal mines that was quite well done.
Nothing is perfect, and a mined site obviously cannot be exactly what it was before mining, but biology has a way of repairing surface damage, even severe surface damage (e.g., Hawaii).
And this comment to the linked article is laughable:

The area in question was under ice within the last 20,000 years or so and was "devoid of wildlife", trees, etc. fairly recently.Love the delusional comments about how the oilsand is mined, the oil removed, the sand is put back, the area's replanted, and everything is just like it was before. Like an ancient boreal forest that's been developing for millions of years is no different than a tree nursery completely devoid of wildlife. People need to wake up.
