There are thousands and with a little encouragement there would be hundreds of thousands of Americans ,most with jobs, that would be willing to buy, fix up ,live in , rent or sell if financing was available. Since most have full time jobs they would be hiring workers for fix up and renting or selling to some of them.
Eliminate most if not all regulations ,for a two year trial period , that are related to buying ,fixing, renting,or living in any house or small apartment building that is bought in that two year period. Most people with no fear of lawyers or the govnment will work like never before to learn and do the plumbing and electrical repairs and the painting,carpentry,landscaping and buying,selling and renting. Building inspectors and other government experts should be made available for advice. Of course Google and Microsoft Plus are also available and have answers for all of the above.
I believe the Government can borrow money at 2-3%. An existing Government Agency should be retrained to loan this money to the above buyers at 3-4%. These buyers must have paid all of their bills on time for the last two years and not own more than ten houses.

To what end should we do this though?
As a non home owner, I for one think we need to manipulate the market to decrease property values by a factor of 42567.
Then after I buy, they need to shoot up by a factor of 4 billion.
How about we abolish all the federal government interference and let the market work it out, at least for the most part. If there's some need for government tomfoolery let the locals do it.
