Every time I hear "Global X Files" I imagine a TV show where Mulder and Scully's jobs get outsourced.

This certainly won't be a 4x25 and it also differs from PRPFX.  This might actually appeal more to the average retail investor that it will to Harry Browne enthusiasts.  This fund holds REIT's, Tips and reserves the rights to use options, futures and swaps.

Of course the real factor in its usefulness will be how heavy the fees are.

With all that said, this is a good option for those that aren't interested in managing their own investments.  You could very easily make a case that this ETF along with maybe another fund or two could make up a big part of a "set it and forget it" portfolio.
