a face palm question

i will probability say "Doh" when i get the answer to this but here goes anyway,
i am using a xirr internal rate of return calculation in my spread sheet built from a template (i believe i found it from a link here on this forum) 
 
the calculation is =XIRR(B3:B19;A3:A19) the result is displayed as 0.06%
  when i look under format cells in the numbers tab the category is "number" the format is -1234.12% this is the format the template came with.
  why isn't this cell formatted as category "percent" and format -12.95% and displayed as 6.00% ?

this seems like it should have a simple answer but my brain seems to be drawing a blank...

i looked through a couple tutorials and have found an answer, the maker of the template liked that format better...

i still don't know why they would prefer that way of formatting over the other... but i if this is the correct answer then i was right about the question having a simple answer and me having a Doh moment...
