Obviously, this move is part of Pres. Hollande's Foreign Investment Incentive program.  ::)

Go for it Idiot in Charge Hollande.  There are plenty of people over there who are socialists because they've never given it much thought.  Continue passing purely punitive and admittedly "symbolic" taxes that can do nothing but harm your country and maybe a few of those people will wake up.  Perhaps a few of the more productive ones will relocate.
