DOJ Sues S&P But Not Warren Buffet's Moodys

Is this the Feds payback for the 2011 downgrade of US debt and a warning not to try it again?
Why wasn't Warren Buffet's company also sued?

Of course it's payback.

S&P should be glad that a U.S. drone didn't drop a laser guided bomb on its corporate headquarters.

Question: is that kind of payback something that would have happened under all/most or previous administrations?

I'm pretty sure Obama's administration doesn't have a temporal monopoly on retaliating against individuals and firms that impair its goals or make it look dumb.
