Sorry, I couldn't get past the blatant statist assumption of the opening sentence.
I did notice out of the corner of my eye before I clicked away that Obama answered with a commitment of "doubling funding". Not surprising.

Statist assumption or not, the government -- for better or worse -- has spearheaded a lot of technologies we take for granted.
