What do you include when calculating the PP allocation

I am curious what people include when they calculate their 25% allocation as per HB. Apologize if this has been covered(a link would be useful in that case).

Are the following included:
Planned savings for future expenses -e.g. kid's education
Primary residence
Other real estate
Discretionary fund
Emergency fund
Any collectibles of value.
(I am sure there are other categories too)
Would any of the above be part of the 25% cash allocation?

For the cash, I include our emergency fund.  If I had young children, I would probably include their college fund as well, as long as it fit within the 25% cash (otherwise I'd increase the cash allocation or separate it and hold it in cash).  We have a good amount of money set aside for a down payment for a house, and I don't count that as part of the 25% because I expect to spend it very soon.  Discretionary funds, etc. I don't consider long term savings so I don't count them.
