It's a problem with government income vs. expenditures. If you forcibly shut down most of the small businesses in your state (which CA did), your tax revenue goes way down. And if you don't correspondingly reduce expenditures on public employee salaries and benefits (which CA didn't), you run into an obvious cash flow problem.

What Kalifornia should do is make their own printing press. See if it works for the feds it will work for CA.

Swalwell has not stated a sexual affair occurred with the Chinese spy, and he has not been convicted of any crimes. The news article against Swalwell leaked subsequent to him correctly speaking out against Trump.
