Right.

It's a problem with government income vs. expenditures. If you forcibly shut down most of the small businesses in your state (which CA did), your tax revenue goes way down. And if you don't correspondingly reduce expenditures on public employee salaries and benefits (which CA didn't), you run into an obvious cash flow problem.

I've got a Nobel Prize winning economist Mr. Paul Krugman who would beg to differ. The solution to a drop in tax revenue is to spend more on public employee salaries so they can pay more in taxes back and spend that money and then the recipients pay more. It's all very simple.
