Oil exporters are the Arab oil rich countries and Venezuela which has lots of oil.
Caribbean banking centers are like the Cayman Islands and Bermuda. They launder money and hold billions in assets in their banks. They typically invest in US treasuries. They are like Switzerland, but more for customers in North and South America.
