Obamacare

So the highlight of the inauguration day executive order (full text of which is here) is:
* Everybody in the executive branch must "defer, grant exemptions from, or delay the implementation of any provision or requirement of the Act that would impose a fiscal burden on any State or a cost, fee, tax, penalty, or regulatory burden on individuals, families, healthcare providers, health insurers, patients, recipients of healthcare services, purchasers of health insurance, or makers of medical devices, products, or medications."

The ones that would be of interest here, I think, might include:
* the .9% "Additional Medicare Tax" (form 8959)
* the 3.8% capital gains tax bump
Basically, does this executive order mean the IRS won't attempt to enforce payment of these extra taxes?
