Gyroscopic Investing

So the highlight of the inauguration day executive order (full text of which is here) is:
* Everybody in the executive branch must "defer, grant exemptions from, or delay the implementation of any provision or requirement of the Act that would impose a fiscal burden on any State or a cost, fee, tax, penalty, or regulatory burden on individuals, families, healthcare providers, health insurers, patients, recipients of healthcare services, purchasers of health insurance, or makers of medical devices, products, or medications."

At this point I'm interested in the taxation ramifications, particularly for tax year 2016. Here are a couple of links which purport to describe all the taxes related to Obamacare: http://obamacarefacts.com/obamacare-taxes/ http://www.atr.org/full-list-ACA-tax-hikes-a6996

The ones that would be of interest here, I think, might include:
* the .9% "Additional Medicare Tax" (form 8959)
* the 3.8% capital gains tax bump

Basically, does this executive order mean the IRS won't attempt to enforce payment of these extra taxes?

Without a change in the law, it seems pretty risky to me to simply not pay and then rely on non-enforcement. For example, suppose a Democrat is elected in four years. At that point (within the 7-year audit window) they could go after you for the money plus interest and penalties.

If that order is taken literally, it could apply to just about every facet of Obamacare except the government subsidies. That includes things like limits on insurance premium increases and the mandate for insurers to accept patients with pre-existing conditions.

I hope Plan B is farther along in development than I think it is.

Well, it does only apply as far as the administration has legal leeway. Of course probably nobody knows exactly what those limits are.
