WHY did CEF go down .29% on 7/9/13 when SLV went up .81% and GLD up .93%?

After reading Morningstar ,I believe the NAV of CEF corellates with the PRICE of SlV and Gld but the PRICE of CEF varies according to the Discount or premium that buyers and sellers of CEF will accept.
