Permanent Portfolio in 2 Countries

Hello,
I am living in Portugal, that is in bad financial situation.
I have now a EU-HB-PP that is unfortunately falling.
Craig's book, says you should avoid other currencies and counterparty risk of governaments...
I don't know if I shall keep my savings to add + rebalance the EU-PP or open a new account in USD ( at SCHWAB ).
Please give me your advices.

It's not clear why would you like to have US PP if you already have a good EU PP. Both are going down now. EU PP is good enough. Just stick with it. I'd get into US PP only if you believe EU is doomed or something along these lines.

My country is...
One of my biggest fears is the bankrupcy of my broker. I am afraid of frauds with my assets (ETFs).

broker and portfolio are 2 seperate things
Normally a broker must set aside your portfolio and not use it in his own balance So if the broker goes bankrupt, your portfolio is still yours
However if you don't trust your broker, take an other one ot two or three. But you can still have your european portfolio

I couldn't find a way to have a certificate that the assets are mine.
I think it is common to have ETF's in the address of the broker, not our address...
Even with 2 brokers I don't feel secure.
