How to upload a picture

Could someone please tell me how to upload a picture to a post? I see the "Insert Image" icon but what do I do next?

The insert image icon is if you have your own URL where the image is hosted. I don't have image uploading enabled for the forum because it consumes a lot of disk space potentially.
