Am I wrong, or is PERM outperforming these days?

Compared to what? Since its inception, it's been lagging one of my bog-standard PPs (VIIIX, TLT, SGOL, SCHO):

And it's lagged even more compared to an EDV-fortified PP (VTI, EDV, GTU, SHY):

All four components were down today except cash, yet PERM was up..

Interesting, I wonder why.

Is PERM Outperforming?
