TLT at all time high...EDV well short of high...why?

TLT at all time high...EDV well short of high...why? I'm surprised of this considering that EDV acts like TLT x 1.5. Any thoughts?
EDV had a large distribution at the end of 2009 ($12 or so per share as I recall). I don't recall what kind of end-of-year distributions occurred in 2008 and 2010.
Looking at an EDV chart with distributions shown would allow you to easily see everything that has come out of EDV in recent years.
That would account for much of the discrepancy.
