Starting an ETF

I wonder what it would take to start an ETF based on the Permanent Portfolio? Any ideas? I know a mutual fund would be pretty expensive, but a cheap(er) way to do it could be an ETF that is a collection of other ETFs...
Maybe:

25% VTI
25% BIL
25% TLT
10% IAU
5% GLD
5% SGOL
5% AGOL


or something similar...

Buying funds for stocks and gold would probably be a smart move, but buying treasuries outright for the bond and cash portions would probably be the most cost effective way to go, IMO.

It would save some cost, but would neccessitate more involvement and be last passive, thus driving up costs, I would think.

This would be a really convenient thing to have... although you wouldn't be able to allocate properly between taxable and tax-exempt accounts.
