There are EU countries that also haven't adopted the Euro.
The Eurozone/Euro monetary policies are primarily set to best serve Germany, which often will conflict with what might be better within other individual member countries, inducing debt in those nations and deeper dependency/tie-in. Haven't a clue how aligned Belgium might be to Germany, nor how well a PP might work/balance in comparison to a PP in a sovereign country such as the US, UK, Japan. For instance tight Euro monetary policies when Germany is doing well may be far too tight for weaker economies in other member states. France, the other major EU influencer, is inclined more toward socialist policies/practices which tends to not be good for stock markets/capitalism. The introduction of KIDD documentation requirements for instance (which are nigh on useless) pretty much put a end to direct access for EU citizens to lower cost American mutual funds/ETF's. All seems somewhat like a American opting for a PP asset allocation comprised of US stocks, gold, British short term treasury's, Australian long term Treasury's ... or whatever, and expecting it to work as intended. Might do, but probably not.
