The Constitution provides for this in the 12th Amendment. Note however the vote is not by House member, but by state delegation.
There is one notable stable genius repeatedly screaming about fraudulent voting, which raises the possibility of protested results, which could result in Court action possibly SCOTUS, which could result in disqualified elector slates, which then could result in no-majority electoral count, which then leads to the House and Pelosi is looking for a majority by state delegation should that happen. So is that her scheme to steal the election?
