The best predictor of damage in a city due to the recent riots

Of course I'm sure this is just a complete coincidence:

I arrived in Madison WI last night and had a chance to walk the downtown area.
Very similar to some other towns that I've been to recently. What looks like it was once a very cool and artsy district is now all boarded up and defaced with graffiti and covered in BLM slogans. Many of which look like they were put there by the shop-owners in some form of misguided "please don't hurt me again" plea. In Portland, a lot of the boarded up stores had BLM slogans painted right next to signs that said "No valuables or money Inside".
It all looks like Stockholm syndrome to me. Are the townsfolk really praising the people that trash their beautiful cities or are they just hoping that appeasement will make them all friends?

Probably some of both, considering the extreme leftist tilt in those cities.
