EXSI might be more tax efficient at least from your standpoint. Although you should check out how they handle intra-EU with-holdings.
As far as I know EXSI will not be tax efficient, there are source taxes on the dividends. Same with VGK.
VGK will have a 15% (in Holland, check your own country) tax on dividends. EXSI has sometimes a german tax on dividend.
In Holland a German ETF or an American ETF will be treated the same tax wise. This is country dependent.
We have tax efficient trackers in Holland from Think Capital, but they only cover the AEX index, while EXSI covers the whole of Europe.
