Yes they did...back in the day they specifically made sure Boston, NY and Philly would not run the country due to out populating everyone else...and that's why we have a house which is based on population and a senate which is not.

I'm pretty dubious about the exact numbers, but the reason is that the small states needed to buy in too, and they wouldn't have without this compromise. Without this compromise, we wouldn't have this whole country in the first place.

Same for why slavery was allowed?
