For US-PP I think we can make free cost ETF portfolio in SCHWAB, right
You could get a free (no commission) PP at Schwab:
SCHO = Cash
SCHB = Stocks
SGOL = Gold
TLO = Bonds
Average expense ratio is 0.16%. If you wanted to add some foreign stock exposure, you could swap out some of the SCHB and replace it with SCHF.
what is the difference between this Schwab ETF's and the standard traditional HB-PP-US ETF's (SHY+VTI+TLT+GLD)?
No major differences, except that they're all commission-free at Schwab. I would only add a caution that TLO is much more thinly traded than TLT, so if spreads are a concern then you might want to suck it up and pay the commission for TLT. TLO is probably also a bit less "pure" than TLT as far as the duration of their bond holdings. So consider that as well before deciding.
The whole aim of practical politics is to keep the populace alarmed (and hence clamorous to be led to safety) by menacing it with an endless series of hobgoblins, all of them imaginary.

Schwab also lets you buy bonds with no overt commission in amounts as low as $1,000, so buying those instead of TLO or TLT is pretty easy, too, even for small portfolios. TDAmeritrade, by contrast, has a $5,000 minimum which makes it much harder to buy a few here and there over time unless your regular contributions are pretty huge.
Human behavior is economic behavior. The particulars may vary, but competition for limited resources remains a constant.
