But realistically, they'll just switch on to something else that's illegal. They have strong business sense and the willingness to go to jail for a profit. So they'll focus on gambling or prostitution or whatever else is illegal and profitable.

It wouldn't surprise me if people involved in illegal activities are already collecting welfare and food stamps.  They have no taxable income, and like you say, strong business sense.  I think it would be a big red flag for them not to take welfare/food stamps.

It would surprise me. They would look at government handout programs as lowering their social status. They pride themselves on fancy rims on their cars, expensive watches, and looking like they have money. Busting out foodstamps to pay for lunch instead of a stack of 20s would lower their social status among their peers.
