think the US media mistranslated the press release. Here is something I read that seems to more accurately describe the situation:

It's all quoted. Here is where I read this:

It's just one perspective, but perhaps it is good news that the Chinese government is treating it as a commodity, and not as currency. That way it isn't subject to the strict currency controls that the government has in place.
I do believe that a huge reason behind the run up in value is that wealthy Chinese are using it as a method of transferring money outside of the country. Keep in mind that China has a very strict policy and only allows USD $50K per citizen to leave the country every year. This has created a huge build up of money that has nowhere to go and no way to leave.
