It wasn’t down for me, at least, but I did have to kind of break into it despite having the password.

Sometime in the past year they added that. Found it when doing estimated payments. It's really strange to need to log in twice.
It wasn't hugely frustrating for me because I already had an id.me account, for a passport I think.

I had created an account with login dot gov, but it wouldn’t send me on to the U.S. Treasury. Kept throwing a System Error.
Eventually, I was able to log in the old way, which I guess means my browser was recognized by login dot gov.
