Mountaineer, in the days of the Caesars did state revenues fund charitable institutions?
As far as I know, it all went for public works, roads, armies, and (of course) Caesar's palace and lifestyle. They didn't have anything like food stamps, Medicaid, HUD, etc. The fact that big chunks of government budgets are now used to fund charitable endeavors makes that ancient analogy just a wee bit obsolete.

Yeah, they didn't have surgical abortions available, like we do now. So they had welfare and on-demand abortions back then just like we do now.

In our present day it is. If the baby is still inside the woman, it is considered an abortion. Once it emerges it is considered either murder or infanticide.
