No effect.
This is not a ban on buying and selling bullion. If it were, the U.S. Mint would probably have something up on its website announcing that it would soon stop selling eagle coins.

Looks to me like the Frank-Dodd act only affects leveraged trading of commodities contracts, not buying or selling of gold/silver bullion.
