TREASURY DIRECT

Hello, due to Vanguard not having an ETF that approximates 30 year Treauries, is there a way to remove monies in an IRA and purchase Treasury Direct Treasury without incurring tax or penalty implications? I'm under 59 and 1/2. I don't think I can purchase Treasury Direct from or through my regular Vanguard IRA. I need to re-balance but I want to trade out of the Vanguard long term government bonds etf and into the correct etf perhaps creating another IRA account with a company that has a 30 year treasury ETF or Treasury DIrect if it's possible. As far as I know, Treasury Direct holdings are taxable, straight-up, and there isn't a way to hold them inside of a tax shelter.

I'd do the second IRA with another broker. Or make do with VGLT, or just buy Treasuries via Vanguard.

Thanks....I found out I can do that....sell funds and put proceeds into a brokerage account....Then buy the Treasuries Direct.
