Back in less propagandistic times, most of the shootings on that list wouldn't have been labeled "mass shootings". It's possible that non-gang-related "mass shootings" have increased in recent years, but when people misleadingly lump them together with gang-related shootings, it removes important context and makes it harder to understand what's really happening.
