After considering it a bit more, it seems likely that Warren and O-C are taking a page out of the Trumpbook and making an outrageous opening bid, which they will walk back later on to look reasonable.

They don't take all of the risks. Purchasing anything you don't need comes with the risk of going broke, which means there's risks for consumers. ;D Pollution and other externalities push risks to the surrounding community.
