What is “deep cash” exactly?

In some posts people refer to deep cash. Is this part of the overall 25% portion of the PP? Or is it additional to that 25%, like a variable cash portfolio?

In all fairness, you need to consider cash and bonds as one block, even so, the results aren't pretty. I am a big proponent of cash + 10 year Treasury, average duration about 5 years. Would a two-year treasury ladder (eight rungs, each three months apart) be considered equivalent to cash, SHY, etc for the cash portion of the PP?
To clarify: it would take two years to set up the ladder, and then every three months the proceeds of a two year treasury bond would be available.

Fidelity explained that the early redemption fee is a decision by the fund manager. If a fund manager feels he needs to hold the money for a specified period I n order to boost performance then he is able to make the restriction, charge an early redemption fee.
