VTI is more "pure PP", but I think either will be fine at the end of the day.  Pick whichever you'll be less inclined to mess with later; or do a little of both.

If you're really worried about timing the market I would suggest rebalancing early vs. replacing funds.  This will allow you the opportunity to catch gains on the low side as well.  I think maximum volatility should be the goal in the various asset classes.

I have a friend on republic wireless who seems pretty satisfied.  Wifi calling is integrated.  There are different tier levels depending on what kind of data you want.  You will have to buy one of their phones.

VFISX is good. I use this for cash for all VG holdings and have for a few years.  You can get check-writing privileges out of that fund, so it works well for emergency funds, too.
