A 3 month T bill sold for 1.56% on 11/21/19 at Fidelity. I think the 4 week was about the same.

With yields this low and the Treasury curve this flat, isn’t it pointless (and unnecessarily risky) to buy one year bank CDs instead of T-bills on auto-roll?

There is nothing magical about a 30 year maturity for Treasury bonds. Some municipalities and institutions (and countries) already sell 50 or 100 year bonds. The inversion of the Treasury yield curve disappeared today. The entire curve is now positive from the 3 month T bill to the 30 year T bond. Senator Warren's wealth tax proposal is the most menacing development of this electoral season for two reasons:

1. Her proposal would in many cases amount to double taxation.

2. Her rationale for this tax incites a dangerous hatred of the rich.

I think I read somewhere that Teddy Roosevelt wanted the high relief coin for general circulation but the Treasury told him that it was impractical because it would not stack properly.

If the Treasury yield curve holds steady, I expect to buy my 2020 I bonds on 1 January or immediately thereafter.
