I have read on them, and I think I understand how they work.  The thing is, I can't really figure out how the fixed rate is determined.   I also have no idea how the fixed rate is determined.  For all I know, it may be arbitrary.  Really makes me curious, especially with it sitting at 0% fixed rate...
