A Swiss person I read a quote from (could have been an official of some sort) said about the cd program - "If you pay people to do nothing, they'll do nothing".

It sounds like concern about disincentivizing people from working was a big part of why this got voted down there.

The part I agree with here is that our current system is too complicated/bureaucratic, and that there are some bad incentives in it, ones that discourage what we want to encourage, and vice versa. A cd would simplify the system, for sure. But so would a mi program - just set the minimum income level...

I've already answered your comments about disincentives by pointing out that a cd of $15K/yr is equally disincentivizing as a mi program of $15K/yr. You failed to respond to that point at all. You could also just set them to re-balance every year.

In some ways that's the most "agnostic" approach - figuring we have no idea how things will do next year, regardless of how they've gone this year.

Where would you suggest the level be set? According to previous posts, the income level is just barely above the poverty level, and I don't have kids, but know they're pretty expensive, so I'm not sure that about $300/month/child is that high? I agree about the jobs issue - if there aren't decent jobs available for people, no cd or mi program is going to fix everything by itself. My idea is very different from Obamacare (which is working well in some ways and not as well in others) - I mean directly provided free health care, not insuranc...

Your policies keep people trapped in poverty, jafs. I don't know how you don't see that. If the government subsidizes everybody up to $15K, then what incentive is there for somebody who's poor to go and get an entry level job? His pay would be effectively zero. He won't do it.
