I figured out what's going on with this. Google Finance now uses PHYS.U for Sprott Physical Gold Trust. PHYSX is PIA High Yield Fund Institutional Class.
So just enter PHYS.U and your spreadsheet should update again.
But quickly close it before you see your new total portfolio value.

Yeah, I'm not sure what's up with that. I just paste the current price into my spreadsheet temporarily so that it can update and then ctrl+z to go back to the formula hoping that the issue will eventually get resolved. Or at least that's what I would do if I was checking, which of course I am not......

I recently sold T bills in my Fidelity account. It took one day for the cash to be available to withdraw and then one more day for the EFT to my checking account at another bank. Pretty quick and easy.

I think of the Permanent Portfolio more as a state of mind than strict adherence to 4x25. So while I might initially explain it to someone using the orthodox 4x25 allocation, I would explain that there's also room for flexibility depending on each individual's needs.
