I run it with three ETFs, personally. I have replaced the t-bills part with real cash, meaning a savings account. I don't see anything wrong with that, and I'm surprised that you'd say "only 4 ETFs". Just for my interest, how many people here run a basic PP with only 4 ETFs? Do you feel comfortable with your funds in only a limited number of vehicles?

Only 1. I am using M1 Finance because of their "pie" system and fractional shares. I don't want to go back to a regular brokerage where I have to place individual orders for each ETF. The downside is they don't offer individual bonds so I have to be satisfied with ETFs for the bond portions.

Is there any reason to not do EDV for the LT portion other than the added volatility? I make my stock portion more volatile by focusing on more growth stocks and leaving out utility and consumer staple stocks. So I feel like the higher volatility of the two assets cancel each other out a bit.

I don't understand how international stocks fit into the theme of the PP. The PP is designed to reflect the possible economic states at any given time. And that can vary from county to country.
