Wouldn't 15/35 rebalance bands only apply to the 25x4 portfolio?

The formatting is horrible but this is from Vanguard. TD Ameritrade vs Vanguard secondary bond prices

It appears that the same bond from TD Ameritrade is about 75 cents more per $100. The bonds showed the same CUSIP. TD Ameritrade appears to be selling for 99.746 while Vanguard is selling for 99.00. Is this already known that it is more expensive to buy through TD Ameritrade or am I reading it wrong...

If I understand the question, you are asking how you receive dividends on cash deposited in a bank account? I wonder if you might be in a country that doesn't have savings accounts that pay interest? Here in the United States, you can still find some rewards checking accounts that pay over 2.00 % AP...
