Scottrade isn't a great PP-friendly broker, for just the reason you've discovered. What's wrong with just using an interest bearing insured bank or brokerage account to hold the cash asset class right now? I've read the whole article, and it's an excellent introduction and the reason I became interested in the HBPP. It doesn't contain anything new which isn't found early in the book.
