You could just move to a state that doesn't have sales or capital gains tax on bullion (Utah, Oklahoma, Wyoming). Kansas may be heading that way too. This of course assumes they don't change their laws.

I have a mix of the two. TLT in my Roth (relatively small total roth account value). Taxable account has mostly individual bonds with a small amount of TLT for rebalancing if needed.

1) Go to Schwab.com
2) bottom of page type in ticker click quote
3) Under 'Symbol', click on the hyperlink of the ticker
4) On the right hand side, premium/discount is a point of information in the table of Details.

My 401k setup automatically rolls over to post tax 401k after the limit, but I adjust it so that is is right around the limit.  A little under or a little over; doesn't really matter.

I've had issues with USPS as well, but not to that extent. For packages where signature was required, once I missed the delivery and they failed to actually move the package on two rescheduled redelivery attempts, and once the package only got as far as the USPS office and never went out for deliver...
